Job Title: Program Manager, Health Systems

Location: Abuja, Federal Capital Territory

Summary
VillageReach is seeking an Abuja-based Program Manager to support an initiative to strengthen last mile distribution systems for contraceptive, maternal and neonatal health commodities. Qualified candidates will have an advanced degree in public health, logistics, or related areas and at least eight years of experience managing health programs in Nigeria. Knowledge of reproductive and maternal heath commodities and/or public health supply chains is strongly preferred.

Description
In partnership with the Government of Nigeria, Clinton Health Access Initiative (CHAI) and MSD for Mothers, VillageReach is supporting an initiative to strengthen last mile distribution systems and ensure availability for contraceptive, maternal and neonatal health commodities. VillageReach is seeking an experienced individual to fill the position of Senior Manager in Abuja, Nigeria. The Program Manager will work closely with CHAI, US-based VillageReach staff, the Government of Nigeria, and MSD for Mothers to ensure the successful implementation of this new supply chain strengthening initiative. Phase 1 will be an extensive family planning and maternal health commodity supply chain assessment including assessment of supply chain bottlenecks, supply chain costing and resource mapping, government commitment and private sector opportunities. Phase 2, if funded, will include technical assistance to the government of Nigeria to implement supply chain design changes. This position will be based in Abuja, Nigeria; however, the Program Manager will travel to Kano, Cross River and other places within Nigeria as needed to support project implementation.

Job responsibilities include:
Manage the day-to-day implementation of activities according to work plan, timetable and budgets in partnership with VillageReach and CHAI. Major activities include conducting a series of supply chain assessments (supply chain bottlenecks, supply chain costing and resource mapping, government commitment and private sector engagement), working with government to conduct root causes analysis of bottlenecks and identify solutions to be implemented in Phase 2 and coordination with other partners to garner support for collective impact on supply chain solutions.

Monitor the status of program implementation, identify constraints and delays in implementation, and define strategies for responding to challenges.

In coordination with partners and stakeholders, support the production of technical reports highlighting results and progress for stakeholders, funders and partners.

Engage with local stakeholders and represent VillageReach in Nigeria at meetings, working groups, and other forums as required to ensure effective coordination between the different parties and institutions and identify opportunities for collaboration.

Manage VillageReach’s relationship with MSD for Mothers including providing updates on program accomplishments and setbacks, finalizing ideas and proposal for Phase 2, and fostering a strong relationship with the donor.

Support and participate in other activities as needed for a successful program.

REQUIREMENTS

Education & Experience:
Advanced degree in public health, logistics, or related areas.
At least 8 years of experience and knowledge in the management of health programs. Knowledge of reproductive and maternal heath commodities and/or public health supply chains strongly preferred.
Excellent interpersonal communication skills and ability to work with a dispersed team in Nigeria as well as the US.
Experience in designing and managing large programs, complex partnerships and teams.
Experience conducting assessments, facilitating root cause analysis of bottlenecks and using results to inform solutions.
Experience working with donors, government, community-based organizations and other stakeholders to influence change.
Strong knowledge of local stakeholders in family planning/maternal health.
Excellent capacity for project planning, analysis, evaluation and management.
Persuasive written communications, including experience writing proposals and presenting findings.
Excellent English speaking and writing skills are required. Ability to speak Hausa is desirable.
Established cultural competency in partnering with racial, cultural and linguistically diverse groups.
Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.

Excellent English speaking and writing skills are required. Ability to speak Hausa is desirable.

Environment and Physical Demands
This position will be based on out CHAI’s office in Abuja. The position requires ability to sit and work in an office environment for significant periods of time.
